The SV - Safe Voltage Output is a two-place terminal block on the rear panel of the tester which switches states when the output voltage of the hipot tester falls below 30Vac or 42Vdc.
The output is connected to an internal relay which can be configured to open or close when safe voltage is present, depending on the customer's wishes.
